Mission Statement:

The Young Adult department is dedicated to providing access to materials, resources, and professional guidance to meet the intellectual, educational, and recreational needs of teens, grades 8 and up.

Introduction:

Quality library service to teens must be provided by staff who understand and respect their unique informational, educational and recreational needs. In accordance with the principles expressed in the Library Bill of Rights and Free Access to Libraries for Minors (Intellectual Freedom Manual, 7th edition, ALA, 2006), teenagers must have access on an equal basis with adults to all the services and materials the library provides. Cooperation among public, school and other libraries in the community is essential to serving teens.

Services to teens in the library are based on a written policy outlining the philosophy, goals and objectives and are consistent with the library’s long-range plan.

The policy is based on the following principles:

  • Teens need and are entitled to free and equal access to all library services and resources, including programs, information services, technology, reserves and interlibrary loan, virtual and remote services.
  • Young Adult department service hours will be no less than those of adult services and staff will be available to serve teens whenever the library is open.
  • Teens have the right to privacy and confidentiality in accordance with the principles expressed in the American Library Association’s Statement of Professional Ethics and Massachusetts State Laws regarding confidentiality.
  • Public library services for young teens complement but do not take the place of school libraries in the community.
  • Each public library has the responsibility to make access to electronic resources, such as online databases and unfiltered Internet access, equally available to people of all ages.
  • Youth participation programs give teens opportunities to become involved in library decision-making and address a genuine need of both adolescents and the library. If the library discusses the creation of responsible roles and tasks for teens and solicits their opinions, then the administration will be sincere in its efforts to implement reasonable recommendations. Examples of youth participation programs include young adult advisory councils, teen Trustees, teen Friends groups, young adult book review groups and literary magazines.

Purpose:

  • The West Springfield Public Library strives to create a warm, safe, and inviting environment for its teen patrons.
  • In keeping with the above Mission Statement, adults may be asked by library staff to use the adult section of the library.
  • The library offers many programs and services that encourage teens to develop a love of the library, books, reading, and learning.
  • The Young Adult Library Association (YALSA), a division of the American Library Association, recognizes teens as patrons 12 to 18 years old.

Details:

  • This policy is in place to provide a safe and welcoming environment for teens.
  • The Young Adult Room at the West Springfield Public Library is for students in the 8th - 12th grades. The Young Adult Room will only be used for scheduled teen program events and gaming activities.
  • The library recognizes that some families homeschool their children. Homeschool students 8th - 12th grades are encouraged to take advantage of the Young Adult Room for studying, accessing computers and utilizing the collection.
  • While patrons of all ages are welcome to browse and check out materials from the Young Adult Room collection, the use of computers, television, other electronic equipment and other stand alone activities within this room is exclusively for the use of students in the 8th-12th grades
  • Parents or caregivers may be in the Young Adult room with their teens.
  • The Young Adult Room is reserved for teens and those who accompany them as well as those adults interested in young adult literature. Adults over the age of 18 not accompanying a teen may be asked to leave the teen area at any time.

Patron Computer and Internet Usage:

A library card is required for use of materials and computers. Temporary guest passes are available. Please see the librarian for details.

Location of Teen Collection:

Teen Fiction, periodicals and multi-media are located within the Young Adult room. Teen Non-fiction and graphic novels are in the adjoining Adult Services area.

Behavior:

  • Although we are not a "shushing" library, the design of our library dictates common sense with regard to noise. Teens are expected to adhere to the all the rules stated in our Library Patron Code of Conduct Policy.
  • The Young Adult librarian is the individual responsible for how a teen’s behavior is handled in relation to the Library Patron Code of Conduct Policy.

Food:

Covered or capped beverages are allowed in the Young Adult room. Patrons must keep the area free of trash and wrappers. Food is allowed in the Teen Room but may not be near the computers at any time. Only capped or covered beverages are allowed near the computers.

This is a courtesy and a privilege and users are expected to follow these rules.

Cell Phone Use:

The Young Adult room is not a common area for cell phone use.

  • The areas of café tables on each floor are available for cell phone use.
  • A lower tone of voice must be used.

West Springfield Public Library Patron Code of Conduct

I. Background:

The West Springfield Public Library is supported by the taxes of the people of West Springfield and the Commonwealth of Massachusetts who expect our facility to be a clean, comfortable and safe place for selecting materials, reading, researching, studying, writing, and attending library or community sponsored programs and meetings.

To this end, the library is responsible for establishing rules of conduct to protect the rights and safety of library patrons, staff and Friends of the West Springfield Library volunteers, and for preserving and protecting the library’s materials, equipment, facilities, and grounds.

Enforcement of these rules will be conducted in a fair and reasonable manner. Library staff will intervene to stop prohibited activities and behaviors. Failure to comply with the Library's established Patron Code of Conduct may result in removal from the premises and expulsion from the library for a period of one day to one year; or in arrest or prosecution, to be determined by the Library Director.

Violations could also result in the restriction and/or termination of library privileges, including the use of Library computers and other equipment. Expulsion for more than one week may be appealed in writing to the Library Director and Board of Trustees.

II. Examples of Conduct Not Allowed on Library Property:

  • Engaging in any activity in violation of Federal, State, local or other applicable law, or other library policy.
  • Carrying firearms and dangerous weapons of any type (except by law enforcement officers).
  • Being under the influence of alcohol/illegal drugs and selling, using, or possessing alcohol/illegal drugs.
  • Verbally or physically threatening or harassing other patrons, Friends of the West Springfield library volunteers, or staff, including stalking, staring, lurking, or sexual misconduct including exposure, inappropriate touching, or any excessive public display of affection.
  • Soliciting or conducting surveys not authorized by the library.
  • Stealing, damaging, altering, or inappropriate use of library property in the building or on the grounds including computer hardware and software, printers, copiers, phones, and other equipment.
  • Trespassing in non-public areas, being in the Library without permission of an authorized library employee before or after library operating hours, or camping on library grounds.
  • Fighting or challenging to fight, running, pushing, shoving, or throwing things.
  • Creating disruptive noises such as loud talking, screaming, or banging on computer keyboards.
  • Using audio devices without headphones or with headphones set at a volume that disturbs others. Using cell phones, pagers, and other communication devices in a manner that disturbs others. Cell phone and pager audible ringers must be turned off.
  • Gambling and group activities which are disruptive to the library environment.
  • Using restrooms for bathing or shampooing, or doing laundry.
  • Littering, in the building or on the library grounds.
  • Smoking, chewing, vaping or use of synthetic or any other tobacco products in library facilities or on the grounds.
  • Patrons shall wear clothing covering the upper and lower torso of their bodies. Shoes must be worn at all times.
  • Patrons with hygiene conditions, including but not limited to, clothing odor, body odor, body or head lice, and overpowering perfume, cologne or aftershave that interfere with the use and enjoyment of the library by other library patrons or with the functioning of library staff and Friends of the West Springfield Library volunteers. This includes conditions preventing staff from doing their jobs or preventing patrons from full access to areas of the library and its materials.
  • Soiling or otherwise damaging library furniture and finishes, including carpeting and upholstered furniture is prohibited and may result in removal from the premises and expulsion from the Library for a period of one day to one year, or in arrest or prosecution, to be determined by the Library director.
  • Beverages in covered containers and wrapped food may be consumed in public areas of the library, excluding restrooms.
  • For historic/preservation purposes, no food will be consumed in the Carnegie wing.
  • A mother may breastfeed her child in the library. (See MGL: Ch. 111, Section 221, attached)
  • Bringing in garbage, articles with a foul odor, or articles which alone or in their aggregate impede the use of the library by others.
  • Using wheeled devices while in the library or on the grounds, including roller shoes, skateboards roller skates, bicycles, scooters, hover boards, and shopping carts. Exceptions are wheelchairs, walkers, and strollers
  • Lying down or sleeping in the restrooms or on any floor, couch, table, or seat in the library. No blocking of aisles, exits, or entrances by sitting or lying down in them.
  • Neglecting to provide proper supervision of children
  • Bringing pets or animals, other than service animals necessary for disabilities, into the library, except as authorized by the library director. Service animals must be able to be identified as such. See attachment – Office of the Attorney General – "Information About Service Animals"
  • Using false ID to obtain a library card or use of another person’s card without permission is prohibited by state law and can result in prosecution. (MGL, Ch 266, Sec. 99)
  • Library staff is not responsible for personal belongings left unattended.

Information About Service Animals

Q: What are the laws that apply to my business?

A: Under the Americans with Disabilities Act (ADA) and Massachusetts General Law c. 272, § 98A, businesses that serve the public, such as restaurants, hotels, retail stores, taxicabs, theaters, concert halls, and sports facilities, are prohibited from discriminating against individuals with disabilities. Among other things, these laws require businesses to allow people with disabilities to bring their service animals onto business premises in whatever areas customers are generally allowed. Discrimination by a business against persons with disabilities is also a violation of the Massachusetts Consumer Protection Act, G.L. c. 93A.

Service animals are also protected under state and federal fair housing and employment discrimination laws as well as rules that apply to entities that receive federal funds or federal contracts.


 

Q: What is a service animal?

A: The ADA defines a service animal as a dog that is individually trained to do work or perform tasks for a person with a disability. If the animal meets this definition, the animal is considered a service animal. The animal does not have to be licensed or certified as a service animal. Reasonable accommodation is required for miniature horses as well; however, a business is allowed to consider the horse’s size, and how well it is controlled. State law protects dogs being used, or in training to be used, for people who are blind, deaf or physically handicapped.

Service animals perform some of the functions and tasks that the individual with a disability cannot perform for him or her. "Seeing eye dogs" for example, that assist individuals who are blind are a common type of service animal. But there are service animals that assist persons with other kinds of disabilities in their day-to-day activities. Some examples include:

  • Alerting persons with hearing impairments to sound
  • Pulling wheelchairs or carrying and picking up things for persons with mobility impairments
  • Assisting persons with mobility impairments with balance
  • Alerting a person with a epilepsy, diabetes or a psychiatric disability to health changes that need immediate attention

Other laws, including fair housing and employment discrimination laws, allow animals other than dogs and miniature horses and animals that do not have training, such as “emotional support animals” if it is a reasonable accommodation for a disability. If your business has a grant or contract funded by the federal government, you should check with your funding source for applicable rules.

It is important to remember that an individual may have a disability even if that disability is not open and obvious. For example, some service members and veterans are prescribed service animals to treat Traumatic Brain Injury (TBI) and Post Traumatic Stress Disorder (PTSD).


Q: How can I tell if an animal is really a service animal and not just a pet?

A: Some, but not all, service animals wear special collars and harnesses. If you are not certain that an animal is a service animal, you are allowed to ask (1) if it is a service animal required because of a disability, or (2) what tasks the animal performs. You cannot ask for documentation or certification that it is a service animal. Currently, there is no state or national certification available for service animals so businesses are not permitted to inquire if the animal is licensed or certified or whether the animal has identification papers


Q: What must I do when an individual with a service animal comes to my business?

A: The service animal must be permitted to accompany the individual with a disability to all areas of the facility where customers are normally allowed to go. An individual with a service animal may not be segregated from other customers.

To differentiate between pets and service animals, businesses can ask the person with a disability if the animal is a service animal required because of a disability. They can also ask what tasks the animal has been trained to perform. Once an individual answers these questions the business may not question them further or separate the animal from the individual except as noted above. Businesses may not inquire about the individual’s disability


 

Q: I always have had a clearly posted "no pets" policy at my establishment. Do I still have to allow service animals in?

A: Yes. A service animal is not a pet. The ADA requires you to modify your "no pets" policy to allow the use of a service animal by a person with a disability. This does not mean you must abandon your "no pets" policy altogether, but simply that you must make an exception to your general rule for service animals.


Q: My county health department has told me that only a seeing eye or guide dog has to be admitted but not dogs that help people with other disabilities. If I follow those regulations, am I violating the ADA?

A: Yes. Service dogs are not just seeing eye or guide dogs for people who are blind. They can include dogs for people with epilepsy or mobility impairments or other disabilities. Also, the ADA provides greater protection for individuals with disabilities and takes priority over local or state laws or regulations.


Q: Can I charge maintenance or cleaning fee for customers who bring service animals into my business?

A: No. Businesses cannot impose a deposit or surcharge on an individual with a disability as a condition for allowing a service animal to accompany the individual with a disability, even if deposits are routinely required for pets. However, businesses and other places of public accommodation may charge any customer who causes damage to property including any damage caused by a service animal. For example, a hotel may charge a guest with a disability for the cost of repairing or cleaning furniture by a service animal if it is the hotel's policy to charge when non-disabled guests cause such damage. However, a hotel cannot impose a general "pet fee" for service animals.


Q: I operate a private taxicab and I don't want animals in my taxi; they smell, shed hair and sometimes have "accidents." Am I violating the ADA if I refuse to pick up someone with a service animal?

A: Yes. Taxicab companies may not refuse to provide services to individuals with disabilities. Private taxicab companies are also prohibited from charging higher fares or fees for transporting individuals with disabilities and their service animals than they charge to other persons for the same or equivalent service.


Q: Am I responsible for the animal while the person with a disability is in my business?

A: No. The care and supervision of a service animal is solely the responsibility of his or her owner. You are not required to provide care, food or a special location for the animal. You may designate an area for owners to take their animal to relieve itself.


Q: What if a service animal barks or growls at other people or otherwise acts out of control?

A: You may exclude any animal, including a service animal, from your facility when that animal's behavior poses a direct threat to the health or safety of others. For example, any service animal that displays vicious behavior towards other guests or customers may be excluded. You may not make assumptions, however, about how a particular animal is likely to behave based on your past experience with other animals. Each situation must be considered individually.

Although a public accommodation may exclude any service animal that is out of control, it should give the individual with a disability using the service animal the option of continuing to enjoy the public accommodation without the service animal on the premises.


Q: Can I exclude an animal that doesn't really seem dangerous, but is disruptive to my business?

A: There may be a few circumstances when a public accommodation is not required to accommodate a service animal—for example, when doing so would result in a fundamental alteration to the nature of the business. Generally, this is not likely to occur in restaurants, hotels, retail stores, theaters, concert halls, and sports facilities. However a dog that barks in a movie theater can be excluded because the barking fundamentally alters the nature of other customers' movie-going experience.


Q: What are the protections for service animals in Massachusetts? Can I exclude an animal that doesn't really seem dangerous, but is disruptive to my business?

A: Service animals are protected under the Americans with Disabilities Act and Massachusetts General Law c. 272, § 98A, among other laws. These laws require businesses to allow individuals accompanied by service animals into places of public accommodation like restaurants, hotels, and stores, regardless of sanitary or health codes.

The individual and the service animal must be permitted in all areas of the facility normally open to members of the public. Businesses should not seek to separate individuals with disabilities from their service animal. However, businesses can exclude service animals if the animal misbehaves and the owner is unable to bring the animal under control. In those rare cases, the person with disability must then be admitted without the service animal.


Q: I heard that business no longer has to accept animals other than dogs and miniature horses. Am I required to allow tenants in my apartment building to have animals other than dogs and miniature horses?

A: There are broader protections for service animals under state and federal fair housing laws. Service animals can include many types of animals beyond dogs, including for example, cats, birds and rabbits. Tenants with disabilities who live or seek to live in an apartment, multi-family house, condo, or townhouse with three or more units for rent or sale, may be allowed to live there with their service animal if they can show with sufficient documentation that the animal mitigates the disability. Residents cannot be charged a pet fee for their service animal.

CHAPTER 266 CRIMES AGAINST PROPERTY

Section 99A Libraries; theft of materials or property; destruction of records

Section 99A. Whoever willfully conceals on his person or among his belongings any library materials or property and removes said library materials or property, if the value of the property stolen exceeds two hundred and fifty dollars, shall be punished by imprisonment in the state prison for not more than five years, or by a fine of not less than one thousand nor more than twenty-five thousand dollars, or both; or, if the value of the property stolen does not exceed two hundred and fifty dollars, shall be punished by imprisonment in jail for not more than one year or by a fine of not less than one hundred nor more than one thousand dollars, or both, and ordered to pay the replacement value of such library materials or property, including all reasonable processing costs, as determined by the governing board of said library.

Any person who has properly charged out any library materials or property, and who, upon neglect to return the same within the time required and specified in the by-laws, rules or regulations of the library owning the property, after receiving notice from the librarian or other proper custodian of the property that the same is overdue, shall willfully fail to return the same within thirty days from the date of such notice shall pay a fine of not less than one hundred nor more than five hundred dollars and shall pay the replacement value of such library materials or property, including all reasonable processing costs, as determined by said governing board. Each piece of library property shall be considered a separate offense.

The giving of a false identification or fictitious name, address or place of employment with the intent to deceive, or borrowing or attempting to borrow any library material or property by: the use of a library card issued to another without the other's consent; the use of a library card knowing that it is revoked, canceled or expired; or, the use of a library card knowing that it is falsely made, counterfeit or materially altered shall be punished by a fine of not less than one hundred dollars nor more than one thousand dollars.

The willful alteration or destruction of library ownership records, electronic or catalog records retained apart from or applied directly to the library materials or property shall be punished by imprisonment in the state prison for not more than five years or by a fine of not less than one thousand nor more than twenty-five thousand dollars, or both, and shall pay the replacement value of such library materials or property, including all reasonable processing costs, as determined by the governing board having jurisdiction.

CHAPTER 111 PUBLIC HEALTH

Section 221 Breastfeeding in a public place

Section 221. (a) A mother may breastfeed her child in any public place or establishment or place which is open to and accepts or solicits the patronage of the general public and where the mother and her child may otherwise lawfully be present.

(b) Notwithstanding any general or special law to the contrary, the act of a mother breastfeeding her child, and any exposure of a breast incidental thereto that is solely for the purpose of nursing such child, shall not be considered lewd, indecent, immoral, or unlawful conduct.

(c) No person or entity, including a governmental entity, shall, with the intent to violate a mother's right under subsection (a), restrict, harass or penalize a mother who is breastfeeding her child.

(d) The attorney general may bring a civil action for equitable relief to restrain or prevent a violation of subsection (c).

(e) A civil action may be brought under this section by a mother subjected to a violation of subsection (c). In any such action, the court may: (i) award actual damages in an amount not to exceed $500; (ii) enter an order to restrain such unlawful conduct; and (iii) award reasonable attorney fees.

(f) A place of religious instruction or worship shall not be subject to this section.

I. Background

The West Springfield Public Library has several meeting rooms and quiet study spaces.

The library encourages events that are open to the public free of charge. Meeting rooms are made available as a public service and booking a room in no way constitutes an endorsement of any groups’ policies, views, or beliefs by the Library, Library director, or its Board of Library Trustees, and any such representation is prohibited.

The Community Room, Rotary Conference Room, Learning Center, Small Conference Room and two quiet study rooms at the Library are primarily for use by the Library, and Library related organizations, such as Friends of the West Springfield Public Library and the Historical Commission, including Library sponsored programs. When not required by the Library or Library related organizations, these spaces may be available for use by non-profit organizations, civic groups, or other groups approved by the Library Trustees.

The Trustees of the West Springfield Public Library reaffirm the American Library Association’s Bill of Rights which states that facilities should be made available on an equitable basis, regardless of the beliefs or affiliation of the individuals or groups requesting their use.

Meeting rooms shall not be used for entrepreneurial or commercial purposes, for the solicitation or development of business, or for profit or fundraising (other than events sponsored by the Library or Friends of the West Springfield Public Library). No goods or services shall be promoted, sold or exchanged upon the premises by sample, pictures or descriptions, except if preapproved by Library director and the Board of Library Trustees. No rooms shall be used as a business office.

When a room is reserved by an individual or group, the Library will not charge participants a fee to attend. However, with pre-approval, the facilitator may charge a fee for those attending the event and may also collect fees for materials provided. Authors can sell their books. The group leader must collect all such fees; the Library will not be involved in the exchange of money.

Please note: Library parking can be limited. Please take this into consideration when planning an event for large numbers of attendees.

The library reserves the right to cancel meetings at the discretion of the Director.

II. Room Use:

The West Springfield Public Library charges some groups and individuals for the use of its facilities. Room rentals are paid to the Library and funds are deposited into the identified fund. The Friends of the West Springfield Public Library may use the rooms for library sponsored events without charge. There is also no fee for library agencies such as the Massachusetts Library System (MLS) and the Massachusetts Board of Library Commissioners (MBLC) and other professional library organizations.

A. Eligible Organizations (in priority order):

  • Library programs
  • Library related groups, such as the Friends of the West Springfield Public Library
  • Civic, school and non-profit groups representing meetings of public interest
  • Other groups not included above, and not specifically excluded in the West Springfield Library meeting room policy.

B. Room Use by Political Parties:

The West Springfield Public Library building and property are publicly owned by the Town of West Springfield and subject to restrictions set forth by the Commonwealth of Massachusetts on the use of public buildings for political use. The Library is committed to providing varied programming to our patrons and to respect and make available all viewpoints. The Library Director and/or Board of Library Trustees reserve the right to cancel an event if this policy is violated.

A political party or political group may use space at the West Springfield Public Library for an event that:

  • Features a guest speaker on a theme or topic that is not a campaign rally
  • Is open to the public
  • Does not include fund raising or collecting of money while on the property
  • Does not include the distribution of campaign or party/group related buttons, flyers, posters, etc. in the building or on the property.
  • Is advertised as “Presented by Group X” and “held at the West Springfield Pubic Library”. The West Springfield Public Library and the Town of West Springfield must not be listed as a host or sponsor on any flyers or advertising.

Exceptions to this policy may be made at the discretion of the Board of Library Trustees as it deems in the best interest of the Library and the community.

II. Facility Description

A. Introduction:

The meeting rooms at the West Springfield Public Library are available for public use during regular library hours of operation. The West Springfield Public Library is a City building and the use of the meeting rooms is under the auspices of the Board of Library Trustees.

The Community Room is the only room that can be used outside of regular library hours. It is available Monday through Friday only. Accommodation of hours outside current West Springfield Public Library hours is negotiable. The Board of Library Trustees and the Director shall determine availability.

Restrooms are available on both floors of the library.

All rooms have Wi-Fi access. Any additional outside appliances, supplementary items and equipment must be approved by the Library Director prior to the event. (See Booking Form)

All room set-up will be done by staff according to the configuration indicated on the Booking Form. All equipment must be set up and taken down by user. Rooms must be left in the condition in which they were found. Replacement of furniture or other needs may be accommodated only with permission of the library director.

Wrapped food and beverages in covered containers are allowed in all meeting rooms. Clean-up of all food and beverages is the responsibility of those individuals using these rooms. All events and post-event clean-up must be completed by the end of the booking time.

Non-library related groups intending to provide food must contact the West Springfield Department of Health at 413-263-3206 to fill out paperwork.

Facilitators of groups using meeting spaces will inform library personnel of their presence upon arrival and when the meeting is adjourned.

Individuals meeting in these rooms must adhere to appropriate library behavior, including noise level.

More information on policies and practices regarding use of specific rooms is included below. (Section D; – Details)

B. Descriptions of rooms available for public use:

When not required by the Library or Library related organizations, this space may be available for use by non-profit organizations, civic groups, or other groups approved by the Library Trustees.

This room is located on the first level of the Library. It is the only meeting area in the library that may have earlier or extended hours of use if negotiated with the Library Director.

(Please note: Winter regular hours are 9:00 am to 9:00 pm, Monday through Wednesday; 9:00 am to 5:00 pm Thursday, Friday and Saturday. Summer hours are 9:00 am to 8:00 pm, Monday through Wednesday; 9:00 am to 5:00 pm on Thursdays and Fridays; the Library is closed on Saturdays. The library is closed on Sundays year round.)

This room has movable seating for approximately 150. This room is approximately 32’ x 49’ in size. It can be accessed from the library lobby and also from the outside.

The room has an adjacent pantry (room # 112) with a coffee maker, refrigerator, and microwave that may be used by groups reserving this room.
There are 24 (60’ x 24’) tables, a limited number of additional tables and 150 chairs available. There is one adjustable height podium with microphone; supporting HDMI and VGA projection. Both PCs and Macs can be accommodated through built-in connections. There are 2 hearing assist devices available.

Conference style seating with the tables and chairs will accommodate up to 80 people. Seating without tables will accommodate 150. There is proximity to rest rooms.

2. Rotary Conference Room #210 (Second Floor)

When not required by the Library or Library related organizations, these spaces may be available for use by non-profit organizations, civic groups, or other groups approved by the Library Trustees.

This room is approximately 25’ x 24 ½’ in size. Room capacity is 25. There are 8 tables (60” x 30”) set in a large open square. Four of the tables have an independent power supply. There are 25 chairs, 16 of which are at the tables. There is a short-throw projector with HDMI, VGA and RCA Video input. Both PCs and Macs can be accommodated but users must supply their own cables. A podium projector stand is located in this room.

To prevent damage to the power supply between the tables and the floor, tables cannot be moved. If a different configuration is required, please let staff know when booking the space.

Wrapped food and covered beverages are allowed in this room. Clean-up of all food and beverages is the responsibility of the individuals using these rooms.

3. Learning Center #211 (Second Floor)

The room may be reserved for small group events by non-profit organizations, civic groups or organizations approved by the Trustees. It will not be available when classes are being held or when use is required by the Library or Library related organizations.

This room is approximately 23 ½’ by 26 ½ ‘in size. There are 12 tables (54” x 24”) that can be moved, and 24 chairs.

There is an instructor table and chair. There is a short-throw projector available. If needed, cables are available at Adult Services.

Computer equipment in this room is not available for the public but patrons may bring in their own laptops or tablets. Both PCs and Macs can be accommodated but users must supply their own chargers.

Wrapped food and covered beverages are allowed in these rooms. Clean-up of all food and beverages is the responsibility of the individuals using these rooms.

4. Small Conference Room (Room #209, Second Floor)

The Small Conference Room is approximately 14' x 13' in size and contains a table (42" x 96") and 8 chairs. The maximum capacity for this room is 10, per the building code. If needed, staff will bring one or two additional chairs into the room on request.

This room will not be booked for groups larger than 10 people.

This room has wall and floor outlets.

5. Quiet Study Rooms #203 and #204 (Second Floor)

Quiet Study Room 1 (#203) and Quiet Study Room 2 (#204) are approximately 10’ x 15’ in size and each contains a table (42” x 72”) and 4 chairs.

These rooms have wall and floor outlets.

Wrapped food and covered beverages are allowed in these rooms. Clean-up of all food and beverages is the responsibility of the individuals using these rooms.

Be aware that conversations in these rooms may be overheard in abutting rooms or offices.

C. Rental Fees:

Category 2: No rental fee

  • West Springfield Schools including St. Thomas Parochial School.
  • West Springfield Boys and Girls Club
  • Boy Scouts, Girl Scouts, PTOs (for regular meetings only with students and parents; does not include fund raiser or special events open to the public)
  • Support groups (e.g. Cancer, Diabetes, Grief, etc.)
  • Donations for use of spaces are greatly appreciated.

Category 3: Non Profit rental fee

  • In-town non-profit West Springfield groups or organizations.
  • NOTE: A 501c3 form as well as a certificate of liability insurance must accompany application.

Category 4: Full rental fee/profit and out of town non-profit groups or organizations:

  • NOTE: A certificate of liability insurance must accompany application.

Any applicable fees shall be paid in full by the day of use. All fees are flat for the time block indicated.

The Library reserves the right to refuse service to patrons with outstanding library bills of $10.00 and over.

Staff is not available to help with technology set up. Please consider this limitation when booking space. A CD is available on the projection system. Please review prior to booking room.

All events and post-event clean-up must be completed by the end of booking time.

The Library will refuse space to individuals or organizations which have previously failed to comply with stated conditions for use. This includes (but is not limited to) failure to allow staff to follow normal lockup procedures, excessive noise which causes complaints from other library users, or failure to make a reasonable effort to clean up after serving refreshments.

1. Availability:

The Community Room is available during the library’s normal hours unless arrangements for extended use are approved by the Library Director and the Board of Library Trustees. Rooms upstairs will not be available before or after regular library hours.

Library events have first priority for use of any rooms.

2. Service Priority:

The meeting rooms of the WSPL are available for educational and civic purposes provided that such use does not interfere with regular library services or programs and that those groups using facilities conform to Library practices.

3. Meeting in Series:

Community Room, first floor; the Rotary Conference Room, second floor; the Small Conference Room, second floor, and the Learning Center, second floor:

Groups may submit applications for no more than 26 reservations per 12 month period. Subsequent applications may be submitted after the expiration of the original application.

Note: The Rotary Conference Room, the Small Conference Room, and the Learning Center are available only during Library hours.

Quiet Study rooms, second floor:

Individual rooms can be reserved, in person, for a two hour block. If, after the two hours the room is free, it may be reserved for additional half-hour blocks.

4. Eligibility:

The Library Director and Trustees shall determine whether groups are eligible to use the West Springfield Library meeting rooms.

5. Booking Procedures:

Persons wishing to reserve a meeting room should contact the WSPL at 736-4561 x#3 or come to the library in person to complete the Room Reservation application process. Form must be completed in person or by staff over the phone before the event. Facilities are available on a first come, first served basis.

6. Notices:

All notices, petitions and publications for distribution within the library must have the prior approval of the Library Director or designee, and may only be displayed using approved methods. Tape or tacks or other fastening materials may not be used on the Library’s walls, doors, glass or other surfaces, including the sage green sound barrier fabric on the Community Room walls.

Notices and publications about events must use the wording "Presented by Group X" and "held at the West Springfield Public Library". The West Springfield Public Library and the Town of West Springfield must not be listed as a host or sponsor on any flyers or advertising, with the exception of library sponsored events.

7. Refreshments:

Wrapped food and drinks in covered containers are allowed in the meeting spaces only. Wrapped food is limited to light refreshments. Requests for more substantial foods require the library director's approval in advance and completion of the town’s Health Department paperwork. Please note that the Health Department's paper work must be completed 30 days in advance of the event.

The individual or group in charge of the event is responsible for these tasks.

Sponsors of the events serving food and beverages are responsible for providing the food and beverages and all consumables. Sponsors are also responsible for clean-up at the close of the meeting, including disposal of any trash in baskets provided. All food must be removed from the refrigerator.

Use of the pantry (Room 112) adjacent to the Community Room must be requested when the room is reserved. The room is equipped with a coffee maker, refrigerator, and microwave that may be used by groups reserving this room. If the pantry is not left clean after the event, the group will be billed for janitorial services, one hour minimum.

Alcoholic beverages are not permitted in the library or on library property with the exception of library sponsored events held in the library.

Smoking or vaping are not permitted in the library or on library property.

8. Storage of Materials:

The library is unable to provide storage for materials between meetings.

9. Set-up Limitations:

Staff is not available to assist with technology set up. Please consider this limitation when booking space.

The WSPL cannot set up the meeting rooms. Meeting rooms will be set up and returned to their original configurations by the booking organizations. Persons planning programs should arrive early to assure their set-up needs have been met. This includes use of technology. Should questions arise, contact the library director.

To assure that there will be no damage to Library premises, please follow these guidelines:

  • When booking space, indicate the preferred configuration of furniture on the Booking Form. Staff will set up the space according to your specifications.
  • Should the configuration of the space need to be changed during the time block booked (e.g. for break-out sessions or other needs), please indicate so on the Booking Form.

Persons planning programs should arrive early to assure these set-up needs have been met and to set up their technology, if necessary. Should questions arise, contact the Library Director.

Individuals who have booked a meeting space should let library staff know when they have arrived and also when the event is over and they are leaving the building.

10. Friends and Local History Rooms:

The Friends and Local History Rooms are two rooms in the building that may not be reserved for meetings. These rooms have special functions and are not intended for public meetings.

11. Any questions and concerns regarding policy guidelines may be addressed in writing to be submitted to the Board of Library Trustees.

E: Weather Policy:

Library activities and services will be open as usual unless specific announcements are made to the contrary. Announcements will be made on the library’s website – www.wspl.org and TV stations WWLP Channel 22 and WGGB Channel 40.

Signs will be posted at the Library entrance if the Library closes early.
Rescheduling events: The Library staff will attempt to contact sponsoring organizations if the Library closes early. If the Library has not opened for the day, it is the group’s responsibility to check the above-mentioned sources.

III. Indemnity and Release:

All presenters using the library hereby agree to indemnify and hold harmless the town of West Springfield, the Library, and Library staff and volunteers from any and all costs (including attorney's fees and expenses), damages, injuries, losses, claims, and expenses incurred, directly or indirectly, as a result of the presenters' use of the library. Such costs, damages, injuries, losses, claims and expenses shall include, without limitation, any damage to the meeting room and its contents or to any other part of the Library, building, grounds or collection; the cost of employees' overtime, if required by the use of the meeting room; the cost of police protection if required by the Library; and any claim asserted by any third person against the town of West Springfield, the Library, or any Library staff or volunteer on account of any alleged injury together with defense costs, including reasonable attorneys' fees.

The library is not responsible for personal belongings of or injuries to participants at the events. All presenters (including any organization and all of its members) using the Library hereby agree to remise, release, and forever discharge the Library, its staff and volunteers and the town of West Springfield from any and all debts, demands, actions, causes of action, suits, accounts, covenants, contracts, agreements, damages, and any and all claims, demands, and liability whatsoever of every name and nature, both in the LAW and in EQUITY, regarding their use of the Library.

West Springfield Public Library Children Code of Conduct

The West Springfield Public Library trusts that children who use the library will find the facility to be a warm and inviting place to develop a love of books, reading, and the library itself.

The Youth Services department of the West Springfield Public Library is reserved for use by children, their parents, guardians or caregivers, and adults interested in children's literature. The Young Adult area on the second floor is reserved for young adults and those who accompany them.

Many programs are offered to make the library enticing to children. However, when children are left unattended for several hours when no library programs are offered, they can become disruptive, and are not safe. The staff cannot know if children are leaving the building with their parents or strangers. In order to create an environment of safety, and maintain an atmosphere where reading and study can be encouraged, the following policy has been created:

Children are expected to adhere to the same rules as stated for all patrons, with the following additions:

  • Children 8 years of age or younger must be continually attended by a responsible adult while in the library.
  • Children 6 years of age or older attending programs may be supervised by the library staff only during the scheduled time of the program.
  • The library phone is not available to the public for making calls. Library staff will assist children in contacting family/caregivers if necessary.
  • Library staff members will not transport children from the library to any other location.
  • Children who misbehave in the library, no matter what age, are subject to removal from the building and/or restriction of library privileges as per the Library's Code of Conduct.
  • The police department will be notified if any child has been left alone or unattended, too long or repeatedly.
  • At closing: Parents and guardians are reminded that all children under the age of 16 must not be left unattended at the library’s normal closing time. Children not picked up by closing time will be walked to the Police Department by staff.
  • Caregivers shall change diapers on the changing station located in the public restroom in the Youth Services department.
  • A mother may breastfeed her child in the library. (See MGL: Ch. 111, Section 221, attached)
  • Out of concern for the safety of young patrons, adults who are unaccompanied by a child or children in the children’s area may be questioned by the staff, and may be asked to move to another area of the library.
  • Misconduct or misuse of library property on the part of juveniles is the responsibility of their parents or guardians.

CHAPTER 111 PUBLIC HEALTH

Section 221 Breastfeeding in a public place

Section 221. (a) A mother may breastfeed her child in any public place or establishment or place which is open to and accepts or solicits the patronage of the general public and where the mother and her child may otherwise lawfully be present.

(b) Notwithstanding any general or special law to the contrary, the act of a mother breastfeeding her child, and any exposure of a breast incidental thereto that is solely for the purpose of nursing such child, shall not be considered lewd, indecent, immoral, or unlawful conduct.

(c) No person or entity, including a governmental entity, shall, with the intent to violate a mother's right under subsection (a), restrict, harass or penalize a mother who is breastfeeding her child.

(d) The attorney general may bring a civil action for equitable relief to restrain or prevent a violation of subsection (c).

(e) A civil action may be brought under this section by a mother subjected to a violation of subsection (c). In any such action, the court may: (i) award actual damages in an amount not to exceed $500; (ii) enter an order to restrain such unlawful conduct; and (iii) award reasonable attorney fees.

(f) A place of religious instruction or worship shall not be subject to this section.
